Title: New Faces of Statelessness in MENA

Abstract: Contemporary experiences of statelessness, increasingly noted in Europe and North America but predominantly observed across the Global South, challenge the fundamental notions about the institution of citizenship in the context of mass displacement of populations and migratory flows (McGee 2020, Foster and Lambert 2019, Cole 2019). This research project examines changes introduced to citizenship laws, policies, and practices in response to the increasing spread of statelessness in the Middle East, where thousands of stateless populations are currently housed for multiple generations. Specifically, I investigate local responses to the mass exodus and arrival of dispossessed populations in Turkey, Lebanon and Jordan in a way that adds onto existing patterns of statelessness. The project’s principal contribution lies in rethinking new faces of statelessness based on the experiences of displaced populations in three key countries in the Middle East that responded to the Iraqi, Syrian, and now Afghan refugee crises. I will also examine the unfolding disaster in Gaza and potential implications of the ongoing crisis for Palestinian statelessness.

Short-bio: Nergis Canefe is a Full Professor at the Department of Politics, York University, Toronto, Canada and a graduate faculty member at Graduate Programmes in Social and Political Thought, Socio-Legal Studies, Humanities, Osgoode Hall Law School and Graduate Programme in Public Policy and Law at the same institution. She received her PhD at York University, Programme in Social and Political Thought and her SJD (PhD in Law) on international criminal law at Osgoode Hall Law School, Canada.

About BROAD-ER: BROAD-ER is an EU-funded Twinning Project. BROAD-ER aims to build a Research Excellence Network that fosters interdisciplinary research and training at the nexus of migration and urban studies. BROAD-ER is a collaboration between Pompeu Fabra University in Spain, the University of Amsterdam in the Netherlands, and Koç University in Turkey. Its main goal is to close the research gap within the European Research Area (ERA) by establishing innovative and interdisciplinary approaches, while also increasing research and innovation capacities in Turkey in emergent fields of migration and urban studies.
